Every asset has a profile: what it is, what it cost, when the warranty ends, what condition it is in and which employee is holding it right now. Because the holder is an employee record, an exit automatically raises the question of what comes back.

Damage is a case with a decision on it
When an asset is damaged, the case records what happened, what the repair costs and whether any of it is the employee's liability. Nothing reaches payroll until that decision is approved.
Report
The damage is logged against the asset and the person holding it, with the repair route it is taking.
Assess
Repair cost and employee liability are recorded separately. A case can close with no liability at all.
Recover
Only an approved liability is ever recovered from salary, and only while the case is approved or actively recovering.
